Moding Xml Problem

I'm trying to make a mod for SP2 but every time i try to save the Xml i edit, it tells me its open in another program (Its Not), so to try it another way, i go about making a new Xml then i try to save it in the Folder it then tells me i cant and i need to admins permission and I'm the only Admin!! lol so i was wondering if anyone can help i can still make the Xml to make it then save it somewhere else the move it witch isn't that bad just annoying.

Nope iv even tried cutting off the computer off and back on then trying it it still says it

Sounds like the directory you're in is protected, or the XML is write only.
